We have yet to achieve "government of the people, for the people, by the people". There is a long way to go before this ideal is even approached.
Until about the middle of the last century 'democrat' was a term of abuse in America to describe someone who believed in democracy. A large body of opinion commonly understood democracy to lead to ungovernability, licence and disorder. Such a person was perceived as a threat to established order and social stability.
