This sounds like meaning that ideas are pretty important things. Indeed, humans see the world through the ideas with which their minds are furnished.

Hence one of the first aims of any control system over individual humans is the establishment of the set of ideas to be encouraged and the prohibition or, at least, the denigration of those which should to be discouraged.
